Win9x doesn't have all of the Unicode versions of the APIs that NT does, and just to be annoying instead of not defining the entry point, they define the entrypoint for the function and just always return an error. So you can't even use GetProcAddress() to find out if Win9x supports a Unicode versin of an API reliably.
