DJ might consider putting a pointer on Cygwin Web Pages.  I have
a VIM 5.5 - latest release (non-GUI) and GUI (MOTIF version) for
Cygwin at my URL http://siddiqi.webjump.com.  It had been downloaded
by
many users during last months.

There is a G77 2.95.2 for Cygwin 1.0 (CD Release) for the fortran
folks. Of course absolutely unsupported.
