Make a copy of your b20.1 directory into a new directory.
Install the files from the cygwin-inst tarball overtop of the files in the new
directory.

It sounds as if you may have to untar the tarball into a temporary directory
and move the files to your current directory setup under the new directory. 
This isn't bad, and what I would do anyway.
