'ntea' is a hack that uses a cryptic WinNT method for creating and reading hidden file contents. It's hard to erase them later if you need to do so. Moreover the method to save this so called 'extended attributes' on FAT partitions is an impertinence. If you are working with FAT, unfortunately, try a newer snapshot of cygwin1.dll. The simulated file ownership should do it for you. And don't use an account, that is member of the administrators group. In this case the file owner and the user are diverging.
