I agree. I referenced ReactOS only because I think is the only place where 
you can find, at present, headers and source code for low level WNT 
programming with GNU/Cygnus tools. I think that can help if you are going to 
start a "Cygwin NT DDK project" even if ReactOS is NOT WNT.
