The reason may be on the server side. Many HTTP servers default to the 
plain/text mime type (7-bit) if a suffix is NOT explicitly defined in their 
configuration files, and "bz2" was not so common in the recent past. IE 
seems going 8-bit the first time it meets the 8th bit set: NS may stay 7-bit 
instead.
