You need to set CompKeyDB in ENV.

SET ComKeyDB=C:\usr\X11R6.4\lib\X11\xfig\CompKeyDB  (for example, put it
in your NT ENV or autoexec.bat on Win 9x)

Also set XKeySymDB and XErrorDB pointing to the directory where those files
are.
