clear is part of the ncurses package, you can get
     - on ftp.franken.de
     - in /pub/win32/develop/gnuwin32/cygwin/porters/Hirmke_Michael/B20
     - as ncurses-4.2-cygwin-b20-bin.tar.gz
     - or ncurses-4.2-cygwin-b20-bin.zip
