It makes more sense if you add the word functions or functionality after API 
(eg: ... fully implement the MS win32 API functions.").  I guess he's saying 
that the Cygnus libraries are lacking functionality that you would have in 
a native environment.

Onve M$ adds a fork, things will get a lot easier.  :)

Now if they could just get rid of that pesky \r.  :)
