If you downloaded since 1999.12.03 then you already have b20.1.  b20.1 is an
upgrade to b20 and is a must.  Also, replace you cygwin1.dll with
pub/cygwin/snapshot-19990115/cygwin1-19990115.dll.gz from
ftp://sourceware.cygnus.com/ in order to fix your problem.
