Yes the source exists at the same place that you downloaded the tools. There
are two source tarballs. full-src.tar.bz2 and user-src.tar.bz2. I don't know
which one contains the ps command source.
Note, the ps command that comes with the cygwin package only reports processes
that were started by cygwin packages. It cannot track the processes started by
non-cygwin packages. A cygwin package is denoted as a package that is
dependent upon the cygwin dll to execute.
