There is a shareware program that can do this called wwwhelp
from Exhedra software. I was thinking
about doing that myself, but I don't have the web space to
post it.

I'm working on a collection of HTML programmer oriented help
files that I will be distributing with VIDE, and I wanted
a WIN32 API help. Unfortunately, the Borland version of WIN32.HLP
is restricted in its distribution. For now, I plan to point
people to the borland file and bring it up with WinHlp viewer.
