I have loaded B19 X11R6.3 binaries onto a computer where I already
have installed cygwin B19.
I have set

DISPLAY=127.0.0.1:0.0

as indicated on the web page.

When I attempt to open e.g. xterm or rxvt I get a message that the 
display cannot be opened.

What else do I need to set on the computer (Win95 OSR2)?
