If you look at the top of v121bfix.zip/v/srcwin/vapp.cpp you'll see these
lines:

#ifdef __CYGWIN32__
    extern int vFORCE_TO_INCLUDE_MODULE; // bug in cygwin?
#endif

Now look down at the CMain() routine, it is missing these lines:

#ifdef __CYGWIN32__
     vFORCE_TO_INCLUDE_MODULE = 0;
#endif
