1) tty support with cygwin Perl via bash.  With any native program to
effectively communicate you must set notty.  This may change a little but not
totally with b21.

2) the cygwin paths are understood by the cygwin Perl where any native program
will not understand the cygwin paths or links.

3) it will behave as if a POSIX style perl.
