Nope since XFree86 is a collection of hardware- and OS-dependent X
*servers* but what you want are the libraries. To get those you can
compile the (patched) X11R6.4 sources from the X/Open Group (IIRC).
Patches are available from Sergey and Andy where Andy's base on
Sergey's.

Not if it's written for some UN*Xish system. You'll need some native
Win32 X server like the ones from www.starnet.com and
www.microimages.com.
