Mumit, Thanks for the answer. I run the same makefile on Solaris GNU make, and observed that the 20B behavior is consistent with the Solaris version. The behavior in v18 must be a bug that our software has taken advantage of. I have changed the codes to read LIB2=$(shell echo $$LIB) which yields the env var value instead of the makefile macro value.
