Don't know, what you mean by reliable, but you can get the
sharutils-4.2c package, which contains uuencode/uudecode among other
utilities
     - on ftp.franken.de
     - in /pub/win32/develop/gnuwin32/cygwin32/porters/Hirmke_Michael/B20
     - as sharutils-4.2c-cygwin-b20-bin.tar.gz
     - or sharutils-4.2c-cygwin-b20-bin.zip
