(cygwin beta 20)

When I auto-repeat (hold down) the up-arrow, then the down-arrow, then the left-arrow,
bash thrashes the disk mercilessly for about 15 seconds (on my P130/48MB, 1GB drive).
A cursory investigation shows the number of open filehandles bobbing up and down by 1,
with the file-cache stable-ish and no page faults.
