It's worked fine for me.  I've run it both under NT4/SP[13] PPro, installing
in a non-default directory, and W95OSR25 P II, both boxes having 64MB.  I used
the previous scheme of running tar and cygwinb18.dll under NT3.51, and that
was OK too.
