     You might look to the Gnome project (http://www.gnome.org), 
specifically at bide (http://shells.clipboard.com/~br0ke/bide) and
Glade (http://www.comp.lancs.ac.uk/~damon/builder/index.html).  
They're aimed at Linux and still in the alpha stages - but this is the 
kinda stuff gnu-win32 is supposed to make easy to port. . .
