You can't do that.  After all, Windows doesn't run Linux programs.

There is a port of RPM to Cygwin32, but that wouldn't make the software
actually run, though it would be able to extract the files.

You should get the source code (either from the author, or from source
RPMs), and compile it with Cygwin32.
