I've placed a new release of the RPM package in
ftp.cs.nyu.edu/pub/local/fox/cygwin32.  This one fixes a bug in the
--rebuild option.  I've also uploaded a "+dll" package that includes
cygwinb19.dll, hypothetically you could use tar.exe to install this
package standalone on a Windows machine and then start installing
RPMS.  Or you could if the RPMS existed.
