There already is a very good port of the Unix-like environment to the
DOS family
of OSes.

It's EMX for OS/2.

Why can't Cygnus simply forget the broken mappings that Microsoft
offered for POSIX
psudeo-compliance in NT and get to porting the EMX tools over to NT?

None of these fakely mounted file systems and path mangling are needed.

What is needed is to provide the tools of a Unix development environment
in such a
way that they can be blended in with the native NT tools.
