It is used for storing extended attributes on a FAT filesystem, you'll
never find such a beast on an NTFS filesystem.
If you want to get rid of it, get Sergey's latest coolview, set
GNUWIN32 as appropriate and you're set.
You can get coolview for example
 - on ftp.franken.de
 - in /pub/win32/develop/gnuwin32/cygwin32/porters/Okhapkin_Sergey
 - as coolview.tar.gz
