It's the other way 'round, I believe. Borland imitated MS in leaving out
the permissions parameter (which wasn't used at the time, because DOS
doesn't have permissions for directories).

The mingw32 headers could possibly add a macro like

  extern int mkdir( const char * dirname );
  #define mkdir(name,perm) mkdir(name)

to make this more Unix-compatible.
