cygwin32 is a package containing many gnu packages including winsup (cygwin.dll)egcs is one flavor of gcc that could be in cygwin32.  Its they cygnus solutions
instigated open development model gcc.

Though cygwin32 involves many changes to various packages for support the only
interesting portions of the cygwin source tarball are winapi and winsup which
are not found in other packages.

Otherwise just consider the cygwin32 atarballs/install packages a convenient 
snapshot of several packages.
