Part of it may be due to the lame-ness of the MS telnet program.  It doesn't
exactly behave the way one would expect all the time.  I personally use a
program called SimpTerm, though there are many out on the net.  Try a
different program, because some only operate on a line-by-line method, while
others transmit each character.  There should be an option to switch, but I'm
not sure, this is MS software, after all.
