The contents of the file cstamp-h.in are unimportant. Only its time of creation matters. The problem could be that the echo command is somehow broken, or the problem could be that something is trying to execute the file cstamp-h.in even though it is not a shell script. egcs and cygwin32 are not yet fully interoperable, but this is expected to be fixed with the next cygwin32 release.
