I uploaded the f2c package to my Home Page.

This is a package of f2c for cygwin32. You can use it to compile
    your FORTRAN softwares. F2c package is better than g77 in that even
    very old source can be compiled well. 
    You are certainly required to obtain Perl package and CygwinB19.DLL.
