When building import libraries dlltool still cannot handle .def files
which start with a line 'NAME <exename>.exe' or 'LIBRARY <dllname>.dll'.
Same behaviour in b18. The only remedy now is to strip the first line
of the .def file so it starts with 'EXPORTS'.

I have had no time yet to look at the dlltool source and lex/yacc related
stuff to see if it is easy to fix.
