Thank you Kurt Mahan for pointing out that I set the wrong
environment variable.  I used

    GCC_EXEC_PATH

instead of the correct

    GCC_EXEC_PREFIX

I must have checked the stuff to the right of the '=' a dozen
times.  Silly me.  I never thought to check the left half...
