I've used rc.exe, included in Microsoft's SDK (probably the hugest file, I
don't remember).  Anyway, I used it with the /r flag and then ran
res2coff.exe on the .res file it produced.  It linked dandily.  

I suppose it isn't exactly freeware, and probably binds you in some
unpleasant way to service to Bill Gates in the future.
