Configuration:

	b18 cygnus
	intel pentium pros
	NT4.0 SP3

Often (but not always) when we run our make system (using b18 make) we
get a catastrophic fail message from cygwin.  Here is a excerpt from
the make output:


    if test -r r:/ntusers/rajeshwa/trunk/dsg/util/ui++/resources/Makefile;
    then \
	test -d ui++/resources || mkdir -p ui++/resources; \
	cd ui++/resources; \
	r:/ntusers/rajeshwa/trunk/cm/scripts/dmake  TARGET= ; \
    fi
    cygwin: Cygwin32: Catastrophic fail - unable to Create pinfo_mutex
