Correct.  Presumably if and when this happens, _WIN32 will always be
defined but __CYGWIN32__ will only be defined when the Unix-emulation
option is on.

I could imagine shipping:

1) just compiler/binutils/gdb installer
2) just Unix user tools installer (everything that isn't in #1)
3) everything in one installer, giving the option of what to install

I'd also like to clean the directory structure up a bit.

But this is all stuff to work out for a later date...
