Thanks to everybody for hints regarding gnu-win32 installation
on NT 4.0 station. For those facing the same problem in the future:

The problem was indeed the trailing semi-colon at the end of
GCC_EXEC_PREFIX. Another problem was due to previous installations
 - some of ENV variables remained unchanged after reinstallation. 
Manual work cured this (System/Environment).
