I belive it to be part of the spec of CreateProcess that the
environment it is passed should be sorted. cygwin.dll doesn't do this,
which means that if sh or make invokes cmd, then environment variables
may fail in strange and unexpected ways, eg by "remembering" previous
values when they are supposed to be being reset.
