Could you define 100% compatible?

ICL has been developing an operating system (VME) for over 20 years. The same 
user code which ran on the first machine runs on the latest version with NO 
CHANGE. I am talking about the user binary - no recompile, nothing.

I define that as 100% compatible where it matters - to the user.
