It was my understanding that console ("DOS shell") windows are
supposed to obey standard ANSI escape sequences sent to stdout.  I
think this is the default behavior on NT.  Is may be possible on Win95
that you have to add a line like "DEVICE=ANSI.SYS" in a CONFIG.SYS
file or equivalent somewhere.  (This is what was needed on DOS
versions prior to Win95 at least.)
