rm checks inode numbers to decide whether files are identical.
It is well known (has been discussed here) that cygwin's method
for generating inode numbers is broken.
[For the "benefit" of all those people who get perturbed about
"meta-discussions" on this group, I'll point out that this, like the
majority of questions on this list, pertains to the unix emulation, and
so perhaps those who aren't interested in such things should form their
own mingw32 mailing list.]
