Yes, the formal procedure of creating a news group has to be followed. 
Basically a request for discussion (RSD) followed by a request for vote. 
There are percentage and absolute number constraints in counting the vote. 
Then the group has to be physically created somehow.  It's a process
undergone by all the thousands of news groups in the big seven hierarchy. 
If we follow the standard procedure to its every letter, there is no reason
that it won't pass.  (There's a small contingent of people out there voting
no for every group, but most people would vote yes, or don't vote at all
(in which case they don't count).)
