Hi,

Ran into a bug with make and environment variables with b17.1.

The bug is that, contrary to its documentation, make does not export
variables set on the command line to the environment.

Here's a transcript:

--------------------
bash$ cat makefile
foo:
	echo $$BAR
bash$ make BAR=yes
echo $BAR

bash$
--------------------

On other platforms, this results in

--------------------
bash$ cat makefile
foo:
	echo $$BAR
bash$ make BAR=yes
echo $BAR
yes
bash$
--------------------

Since it works on other platforms, it's probably a cygwin32 bug rather
than a bug in make.
