Both actions you mention open and focus in on the corresponding tool window; if it is docked and currently visible, this may cause the impression that nothing happened. Could you please verify this by checking that 1. actions which don't invoke a tool window (e.g., "Edit / Delete") work as expected, and 2. when closing the library window (e.g. by right-clicking on the title and selecting "Close") and then selecting "Add / Component...", the library window is shown again?
