In the Mandriva tradition (also adopted by Mageia - I dont know about Ubuntu) the rpm package runs the tests when it is installed - that bug would therefore make the install of the rpm on 32-bit machines fail. But this is not a particularly important issue, would probably not justify complicating the planning: there exists a workaround by simply disabling the hid_png3 test in the build of the rpm package.
