We already have "minimum annular ring" so just find all the places that refer to that (they're mostly in src/find.c, plus initialized in src/action.c) and split them into two variables. Shouldn't be too hard to add, just make sure any patches are against git head and saved in the PCB launchpad instance: https://bugs.launchpad.net/pcb
