Also Libre Office Draw. And a shareware thing called SmartDraw under Windows 20 years ago or so. But ultimately every flow chart I handed in was drawn (and redrawn) by hand with my Pentel pencil on letter size printer paper. I'm getting old enough that I have trouble reading them anymore. In Xfig when I move a line it doesn't stay attached to the connected objects, I don't think I've seen it do rubberbanding. My Xfig in Rasbian has 30 flowcharting symbols, I'll look into fig2sym.pl Arrows (mainly up) could be symbols by themselves with connection handles. There's a program called Floch posted by a guy in the Raspberry Pi forums but it's not object oriented at all, the concept of attachment is beyond it. https://www.raspberrypi.org/forums/viewtopic.php?f=67&t=171127 It's all just pixels.
