So perhaps the footprint path in pcb should be like djs_library::semis/qfp/48-0.5.fp where djs_library elsewhere maps to where the library is. The "found" locations of the libraries could be stored in the files, but they could be easily changed at startup if the libraries are only found elsewhere.
