No, I do not regard it as overkill - there are many performance-hungry DOS applications, so buying a P4 was a reasonable decision. Of course, DJGPP is one of these apps. Compiling Wine in DJGPP, for example, takes a very long time, as I can tell from first-hand experience. And yes, I am working on the development of DR-DOS, though anyone can download the latest WIP version from http://www.drdosprojects.de. :-) I also hope to be able to use DJGPP for any extensions of DR-DOS.
