It defaults to building with makefiles and standard utilities. 
I've just set up HOME and SHELL environment variables besides DJGPP. 
Depends on what you expect from "making it work": you can customize
vim to work like an IDE if you want with custom key mappings and the
base hooks: see ":help quickfix" or ":help compiler-plugin". 
I just type ":!gcc -c %" to compile current file and ":make" to build
projects. 
Typing ":cwin", ":copen", ":cl", or ":cl!" lists the errors and ":cn"
shows the next one. 
I use the GUI version gvim in nocompat mode with few .vimrc tweaks.
