Why? Because the file structure with windows 3.11 was the last version of windows when you could deltree /y c:\windows and come out with a working hard drive that still had all of do6.22 on it. After windows 3.11, incest started big time in the directory tree over at macroshaft. From what I understand and someone please correct me if I'm wrong because things have changed, if you extract everything and allow creation of subdirectories from the c:\djgpp subdirectory you'll get everything installed correctly.
